The Internet Content Rating
System Project (ICRS) is implemented by the Television and Entertainment
Licensing Authority (TELA) and Hong Kong Internet Service Providers
Association (HKISPA). The ICRS project aims to:
1) Protect children from harmful material
on the Internet
2) Protect freedom of speech on the Internet
